Will argues that Congress's ability to legislate effectively is being undermined by politicians using it a vehicle for seeking re-election. Term limits, he says, would work to reverse the trend toward short-term popularity seeking and re-establish Congress as a proper deliberative chamber. The USA is in the midst of a deep-seated governmental crisis. Congress's inability to formulate coherent policies and the low esteem in which it is consequently held lies at the heart of this crisis. Will contends that the constitution desperately needs term limits in Congress, and that partisan considerations, if there really be any, should be suppressed in the interests of the good of the state. George F. Will is a Pulitzer Prize winner and the author of numerous books, including "Suddenly" and "The Morning After". He contributes a column to "Newsweek".
